Microsoft applications are very tightly tied into the system. I've heard of something called JauntePE, really have no idea what it does, but I'm pretty sure it won't help Outlook. Unfortunately there's no easy way to to make an application portable. If a Seagate drive is a regular drive, feel free to throw Outlook on there, if it works, cool, but you will be leaving settings everywhere you go.
